John Otto was born and raised in Penn Township, graduating from Penn-Trafford High School. He continued to Edinboro University of Pennsylvania where he earned a BS in Criminal Justice and immediately enlisted in the United States Marine Corps. Otto then completed the police academy and was hired by the Penn Township Police Department, serving in various roles including the department’s first School Resource Officer, K9, tactics, PIO, first line supervision, and was eventually promoted to Chief of Police.

Otto attended night school and earned a Master of Science in Organizational Leadership from Geneva college. He is also a graduate of the prestigious FBI National Academy as well as the Northwestern University School of Police Staff & Command, and the Pennsylvania State Police Leadership Development Program.

Otto officially retired from the police department on July 1, 2026 after 31 years of service to the residents of Penn Township/Penn Trafford.

Otto is married and has two sons who both graduated from Penn-Trafford High School. Jake attends Case Western Reserve University, studying Mechanical Engineering, and Keith attends Grove City College, studying History and Education. Both are varsity athletes at their respective schools. Otto also has two adult step-children and three grandchildren.

In his free-time, Otto enjoys playing cards, riding his motorcycle or snowmobile, and officiates WPIAL basketball throughout Westmoreland County.

Frank M. Calizzi, P.E., is a Principal Engineer with more than 47 years of experience managing engineering, construction, and operations for process facilities in the steel, petrochemical, utility, and municipal sectors. A 1964 mechanical engineering graduate of Lafayette College and a registered Professional Engineer in Pennsylvania, he directed projects up to $280 million as Regional Manager at Dravo Corporation, including continuous steel casters, coal preparation plants, and wastewater treatment facilities for clients such as Bethlehem Steel, Shell Oil, and American Electric Power. He has also led two companies of his own and chaired the Municipal Authority of Washington Township through a $30 million infrastructure expansion.

Robyn McGhee is a proud member of IUOE Local 66 and an instructor with the Western Pennsylvania Operating Engineers Joint Apprenticeship and Training Program. With a strong background in the skilled trades and apprenticeship training, Robyn is passionate about mentoring others, strengthening the workforce, and helping the next generation build successful careers.

Adam Norris is a lifelong Western Pennsylvania resident and third-generation member of the Norris family at Dura-Bond Industries, a family-owned Pennsylvania pipe manufacturer and coating applicator. Headquartered in Export, Dura-Bond has grown from its humble beginnings in corrosion protection into a manufacturer of American-made steel line pipe, protective pipe coatings, pipeline products, and fabricated structural steel serving the energy, infrastructure, marine, and heavy-highway industries.

Adam serves as Vice President of Commercial Sales in Dura-Bond’s line pipe and coating business and has spent his career working with energy producers, pipeline operators, utilities, contractors, and other participants in the North American energy infrastructure market. Through that experience, he has developed a firsthand understanding of the relationship between responsible domestic energy development, infrastructure investment, American manufacturing, and the skilled jobs and businesses those industries support throughout Western Pennsylvania.

As part of a family business with deep roots in the region, Adam has a personal interest in seeing Western Pennsylvania remain a place where families can build careers, businesses can invest, and communities can prosper. He joined the Citizens Energy Council to contribute an industrial and manufacturing perspective to the discussion surrounding responsible energy development and its long-term importance to the region.

Outside of work, Adam enjoys weight training, martial arts, hunting, fishing, and working on cars and mechanical projects. He also spends much of his free time managing his small farm and property, with a particular interest in land management, conservation, wildlife habitat improvement, and maintaining the rural character of Western Pennsylvania.

Chris Masciantonio is the owner and President of The Masciantonio Firm. Chris began his professional journey as a lawyer for United States Steel. During his tenure there, he was invited by then-Governor Tom Ridge to join the governor’s administration. In this capacity, Chris served the Commonwealth as the Deputy Secretary of Labor and Management Relations and Safety for the Pa Department of Labor and Industry. As Deputy Secretary, Chris worked closely with the Governor and administration to promote labor and management cooperation throughout Pennsylvania. He played a key role in fostering an environment conducive to economic growth, enhancing workplace safety, and supporting family-sustaining jobs. After concluding his public service, Chris returned to United States Steel, where he took on the role of Director of Government Affairs and Public Policy. His education includes a BS in Political Science from St. Vincent College, a Master’s Degree from the University of Pittsburgh Graduate School of Public and International Affairs, and a Juris Doctor from the Capital University School of Law. His professional affiliations include membership in both the Pennsylvania and Westmoreland County Bar Associations, as well as the Board of Directors of Pittsburgh Works Together. Chris is dedicated to giving back to his community. He serves on the Board of Directors for the Bridge Education Foundation and the Clelian Heights School. Additionally, he is Chairman of the Board for the Making Strides Foundation, a nonprofit organization dedicated to supporting children and young adults with disabilities through innovative, equine-assisted services.
